ISU KETERLIBATAN INDUSTRI DALAM PELAKSANAAN PROGRAM SISTEM LATIHAN DUAL NASIONAL (SLDN) DI MALAYSIA
Abstract
The emphasis on the Vocational and Technical Transformation Program (TVET) in the annual budget is an early signal that the field of skills training will be the mainstream education in the country. Transforming TVET is one of the drivers of change during the Eleventh Malaysia Plan (11MP), 2016-2020. To meet industry demand and contribute to economic growth in line with globalization, a knowledge-based economy, technological advances and global labor mobility are elements that are emphasized. In line with the current needs of the industry, the development of skilled Malaysian human capital through the National Dual Training System (NDTS) was introduced in Malaysia in 2005. However, after almost two decades of the program implemented, industry involvement is still low. Thus, the purpose of this article is to discuss the issue of industry involvement in the implementation of NDTS programs. Significant issues that are obstacles or challenges identified are issues of commitment, issues of incentives, issues of lack of investment in training, issues of governance and issues of organizational behavior in involvement in implementing these program.
