Abstract

This article will try to open up all issues and problems of poverty alleviation programs of traditional fishermen in the coastal fisheries sector in Sabah, particularly on the situation in Kota Belud district. The reevaluation of the poverty alleviation programs will show the errors that occurred outside the tools and equipment assistance and subsidy coverage by the government that has long been applied in the fishermen poverty alleviation program in Malaysia. If the efforts of the various parties focus more to helping fishermen with assistance and subsidy, hence it is high time to review why the efforts to bring the fishermen out of poverty has achieved remarkable success yet. Poor fishermen are the result of various factors surrounding them. Therefore, poverty is the result of a failure in a larger system. The economic and political systems as practiced for example are determinants of well-being; if the capitalist economic system which encourages the participation of investors in the development of the fisheries sector is practiced, certainly it will have an effect to the traditional fishermen who do not have large capital. This probably separates the rich (with larger capital) and the poor (with less or no capital) in the
competition in the fishing sector. Similarly, the coverage of development practiced outside the fishing sector such as the real estate and tourism industry sectors also affect the lives of the fishermen. Thus, this paper will assess the poverty alleviation program carried out by reviewing the issues in giving subsidies and other issues such as environmental issues that has become a major burden in bringing the fishermen out of poverty. Consequently, the paper will look on the source of the programs carried out that until now are still plagued with various issues and
problems that have become a burden to the efficiency of the fishermen’s poverty alleviation program. All vital issues and problems should be resolved before the issues of poverty among traditional fishermen are resolved.
